Investment Delivery Director

This is a rare opportunity to lead a major investment programme at one of the North’s most ambitious housing organisations.

Thirteen is entering a critical phase of its long-term strategy—focused on delivering fantastic homes, happy customers and brilliant people. With over 36,000 homes and 100,000 customers, the organisation combines real scale with a strong social purpose, backed by a recent C1/G1/V1 regulatory rating.

They are now seeking an Investment Delivery Director to play a central role in shaping and delivering that ambition.

The Opportunity

As a key member of the Senior Leadership Team, you will lead a £45m+ capital investment programme, translating asset strategy into high-quality, compliant and customer-focused delivery.

This is a role that goes beyond programme management. You will act as the organisation’s senior technical authority on property, influencing decision-making at the highest level while ensuring delivery remains safe, efficient and customer-driven.

You’ll take ownership of a complex and evolving portfolio—spanning planned investment, decarbonisation and major works—while driving performance across internal teams and external partners.

You will shape how investment is delivered across thousands of homes, lead and develop multidisciplinary teams of significant scale, drive value, performance and innovation across the supply chain, ensure the highest standards of building safety, compliance and governance, and champion a culture that balances commercial discipline with customer outcomes.

Ultimately, your work will directly influence the quality, safety and sustainability of homes across Thirteen’s operating area.

The Person

You will bring a track record of leading large-scale housing investment programmes, strong commercial, procurement and contract management expertise, and a deep technical understanding of asset investment and construction. You will be experienced operating at senior level within a regulated environment and have the leadership capability to drive performance, transformation and accountability.
